As housing systems reach physical and functional obsolescence during times of enrollment and budgetary pressures, short-term fixes can no longer bridge the gap. Consequently, a number of institutions have undertaken comprehensive housing plans that look holistically at the housing system, not just individual projects, to maximize results.

This presentation provides an overview of the major components of a comprehensive housing plan: market analysis, facility assessment, program development, financial planning, and financing.
