"The Changing Face of Public/Private Partnerships"

Presentation by Michael Oliphant.

The approach to the development of new on-campus housing has swung like a pendulum from the traditional university model to a pure private sector development and back to various hybrids. Using data collected from housing developers for over 200 projects, this session will focus on partnership trends and review industry changes since 1995. Case studies from the University of Texas at El Paso and Texas A&M International University will illustrate two approaches to developing new campus housing. Armed with a better understanding of the options, institutions can make informed choices about the approach that best meets the needs of their campus.

The presentation is intended to give participants an overview of student housing development trends and benchmark data with which they can evaluate, and put in context, any proposed or contemplated development at their institution. The presentation will draw on an annual benchmarking study Anderson Strickler, LLC conducts of major student housing developers. Data collected includes size and cost of project, ownership structure, unit configurations, and the role of the developer. The presentation uses PowerPoint slides to illustrate the case studies and the trends in development.
